In Vietnam and around the world, the ultimate goal of development is to raise the standards of living for all people. Improvements in human welfare alone do not guarantee the economic growth required for sustainable development. This manual is concerned with the use of population data in employment and labour force planning. It is one of three manuals recently developed in Vietnam to assist planners in making more effective use of population data in development planning.
